CoSAAP demands apology

ITANAGAR, Dec 9:  Alleging that the Principal Secretary Finance had used abusive words against its executive members, the Confederation of Service Association of Arunachal Pradesh (CoSAAP) today demanded an apology from the Principal Secretary, Finance,  Government of Arunachal Pradesh. In a press statement CoSAAP informed that its members had called on the Principal Secretary, Finance in order to pursue the assurance made by Chief Minister regarding the withdrawal of NOC system in promotion and retirement. The principal secretary allegedly used abusive words instead of responding, alleged CoSAAP in a release.  

The Service Association had called off proposed Tool down strike on November 16, 2015 after Chief Minister gave assurance to withdraw NOC system.

 

IMC to launch prepaid parking

ITANAGAR, Dec 9: The Itanagar Municipal Council is launching Prepaid Parking for Private and Commercial Vehicles within Capital Complex from December 11, 2015 onwards. The launching programe will be started from Parking Clock Tower from 9.am onwards. This is an attempt to regulate parking of all private and commercials vehicles within Municipal areas. The decision has been taken  after recommendation made by High Power Committee for traffic management, headed by the Principal Secretary Home Dharmendra Sharma and subsequent notification of DC Capital Complex Mige Kamki, a release added.

 

Smart City proposal approved

ITANAGAR, Dec 9: The High Powered Steering Committee (HPSC) on Smart City Mission, Pasighat in its meeting chaired by Chief Secretary Ramesh Negi today approved in-principle the Smart City proposal/plan for Pasighat. The State Government will submit the final approved plan to the Ministry of Urban Development before December 15.

The Smart City Project will be implemented by a Special Purpose vehicle (SPV) headed by a CEO after its selection in the list of top 20.

In his remarks, the Chief Secretary said that creative and cultural quotients of  Arunachal Pradesh and other states of  NE including educational level is very high and therefore  e-governance  is an important aspect of development. He also observed that Pasighat can be promoted as educational and tourism hub apart from development in health sector. He also appreciated the inclusion of Emergency Response Centre under Disaster Management and underlined the need for outdoor public spaces for affordable recreation centres on the lines of Dilli Haat.

The highlights of the proposals are smart solar lights, e-governance, 24/7 water and electricity supply, drainage, sewerage system, emergency response system, creation of pathways, cycle-tracks, rain shelters, open public spaces for recreation, parks, mini-secretariats. Housing is also proposed under the city plan. Under city beautification, the plan proposal envisaged to develop Gandhi Market as “Heart of the City” with modern amenities.

The Consultants for Smart City Pasighat, Sudhir Malik and Prof. Amit Bose representing MSN Infrastructure & Financial Consultants Ltd and DDF Consultant Ltd respectively gave an overview of Smart City proposal including its three major components during the meeting.

Among others , B Pertin, Commissioner (Town Planning & UD), Commissioner PHE & WS , H K Shalla, in-charge  Principal Secretary Finance, Indra Mallo, Secretary Planning, Sonam Chombay, CE Taba Tedir, Municipal Executive Officer (MEO), PMC, Deepak Shinde and Chief Councillor, PMC Denong Tamuk attended the meeting. HC set date with Wangsu and Sawin

ITANAGAR, Dec 9: The Gauhati High Court has fixed December 16 as the date for hearing the case of Gabriel D Wangsu and Wanglam Sawin, the two Congress MLAs who resigned from the state Legislative Assembly on September 16 last.  “In the capacity of the Speaker, I have accepted their resignation and thereafter they went to the High Court and obtained interim stay order on October 7,” Arunachal Pradesh Legislative Assembly Speaker, Nabam  Rebia told PTI. The Speaker further informed that the Assembly Secretariat on October 20 last filed a Special Leave Petition (SLP) in the Supreme Court as the High Court did not call for recourse before pronouncing its judgement.

The apex court had referred back the case to the High Court directing to decide the matter within two months.

Wangsu and Sawin had alleged that they were forced to resign from the positions without their knowledge by Chief Minister Nabam Tuki.

 

Pollution control chairman

ITANAGAR, Dec 9:  The Arunachal Pradesh State Pollution Control Board has appointed Techi Tagi Tara as its new Chairman. Subsequently, Tagi joined the office and discussed about the activities taken up by the Board during interaction with the staffs.

 

APIC imposes fine

ITANAGAR, Dec 9:  In an appeal case No. APIC-519/2012 placed before the Arunachal Pradesh Information Commission, the Commission has on perusal found that though the appellant was virtually denied information on time, it did not find the denial as intentional and directed the respondent to pay a penalty of Rs. 5000 instead of Rs. 10,750 through Treasury Challan in favor of registrar APIC,Itanagar.

 

Power supply restored at Mechukha

ITANAGAR, Dec 9: A mass social service was conducted by the Block Podi-Barbi Festival Celebration Committee Mechukha-2015 at Lhallung Power Station and restored the power supply in Mechukha Township on Tuesday.  

The power supply in the entire Mechukha town was badly affected recently after the feeder channel of Lhallung Hydel Station was severely damaged with accumulation and sedimentation of mud and pebbles.

The volunteers including students, labourers and general public actively participated in the day-long social service and cleaned up the feeder channels and main water reservoir.  

ADC Mechukha Tungge Loya also visited during the social service at Lhallung power station and appreciated the committee for noble work.

 

Orgs demands for expediting investigation

ITANAGAR, Dec 9: Informing that the District Session Court, Yupia has rejected the bail plea by alleged rape accused Sonam Namgey, the Aka-Miji Capital Complex Welfare Society (AMCCWS), Sajolang Elite Society (SES) and the All Sajolang (Miji) Student's Union (ASSU) have appealed to the authority concerned, particularly the investigating agency, to expedite the investigation process and file charge-sheet immediately.

The organizations also demanded the authority concerned to ensure that the alleged accused is not been released on bail under any circumstances.

ITANAGAR, Dec 9:  The Arunachal Pradesh Indigenous Youth Tribes Union has strongly opposed the joint statement of Joint Action Committee of Arunachal Pradesh led by former Parliamentary Secretary Lokam Tassar and three other organisation where it threatened to launch series of agitation if their demands are not met. The union further appealed to the organisations to cooperate with the Chief Minister Nabam Tuki for smooth functioning of the government.

 

Horti dept to organize orange

and mosambi show

ROING, Dec 9: An orange and mosambi show will be organized by the department of Horticulture, during the ensuing Orange Festival at Dambuk with a view to inculcate a sense of competition and healthy farming among the orange growers of the district.

The best oranges in terms of its quality, size and sweetness will be awarded cash prize with a certificate, informed DHO, Bullo Tama. CM and his team wish Sonia on her birthday

NEW DELHI, Dec 9: Chief Minister Nabam Tuki accompanied by his team of Ministers and Parliamentary Secretaries called on Congress President Sonia Gandhi at her residence here today and congratulated Sonia on her 69th birthday.

In a message to the Congress President, Tuki, on behalf of the people of Arunachal Pradesh, prayed for the AICC chief’s good health, happiness and success in the years to come.  Tuki was accompanied by Ministers Tapang Taloh, Jomde Kena, Takam Pario and Parliamentary Secretaries Karya Bagang and Dikto Yekar.

 

Students org advised to develop

the quality of tolerance

ITANAGAR, Dec 9: Upper Subansiri DDSE Sorang Tapi Zara advised the members of All Tali Area Students’ Union (ATASU) to develop the quality of forbearance while serving the students community for their welfare as members of students’ organization.

The DDSE, who himself was a former president of ATASU, said in a programme organized on December five at Papu Nallah, Naharlagun as part of the foundation day of the association that the students leaders may face frustration while serving the students community. There may also be criticism from certain quarters, but they must stay calm in order to achieve their objectives, he said.

He also suggested that students organization should take up issues related to students’ welfare only, and there should not be any compromise in issues involving the future of students.

Representatives from AAPSU, ANSU and panchayat leaders attended the programme wherein various issues related to students' community were also discussed.

A cricket tournament was also organized by ATASU at Sangey Lhaden Sports Academy recently wherein seven teams participated. Senior XI won the tournament defeating the Teaching Staff by five wickets.

 

‘Let PWD do the renovation works’

PASIGHAT, Oct 9: The public and PRI members of Bogong-I area have preferred departmental renovation/re-carpeting of roads in their area over execution of the work through ‘tender process’.

The PRI leaders, in a representation to East Siang Deputy Commissioner recently, demanded the DC to instruct the PWD, Pasighat division to execute the road renovation work from Mirmir Charali to Govt HSS, Balek by the department itself.

They alleged that the said portion of the road which was repaired in 2009 by private contractor is worn-out within a very short period of time.

 

Re-fix the price of NFSA rice,

demand FPS owners

ROING, Dec 9: The Fair Price Shop Owners Association Lower Dibang Valley District (FPSOALDV) has demanded re-fixation of price of rice under NFSA from Rs 3 per KG to Rs 4.70 per KG in order to recover transportation and handling charges of rice.

In a letter to the Deputy Commissioner and concern departments, the Association also demanded continuation of APL ration cards, monthly sub-allotment of PDS items and for additional quota of PDS rice for three new FPS in the district.

While appreciating the DA and DF &CSO for formation of monitoring committee to streamline the PDS and its successful implementation, the association, however, voiced against new advance payment system. It demanded earlier system of spot payment while lifting the PDS item. The Association also condemned the system of not deducting the 600 gms weight of the gunny bag while weighing the allotted rice. According to the association, this system causes loss for the FPS owners.

Earlier, the Association in its annual general body meeting at the Anchal Samiti Conference Hall here on Saturday last held discussion on various issues  of the FPS. The meeting was attended by 25 Fair Price Shop owners.

 

DC reviews progress of works

ROING, Dec 9: Lower Dibang Valley DC, Ravi Dhawan reviewed the progress of works implemented by various departments during a coordination meeting held at his office chamber here today.  

Addressing the meeting which was attended by various HoDs, the DC asked the executing agencies to consult with the user agency while designing any government office building and quarters as it was found that many office buildings were not built as per the specification desired by the user agency which ultimately delayed the handing over of the infrastructure. While stating that electrification and water connectivity charges to the new buildings were not included while framing the estimate of the building in many of the cases, he asked the heads of the executing agencies to rectify such lacunas.

The DC also asked the HoDs to inspect the completed building before taking over and also directed the administrative officers to regularly monitor the construction of government infrastructure in their respective jurisdiction and to ensure that it is being constructed as per the DPR.

It was further informed in the meeting that the construction of 33 KV power line from Pasighat to Roing will be completed by March 2016  while, pending water bill of Rs 61,000 were cleared by the various departments and government employees to the PHED department after the DC’s instruction.

Earlier, the DC also inspected the construction of CC road besides, drains and culverts in Roing township and the carpeting of road under CRF at Mayu and Midland area. He also inspected the progress of works of new indoor patient ward and OPD block of district hospital and asked the executing agencies to complete the remaining work soon. (DIPRO)

Governor summons early Legislative Assembly

session, corners Speaker

Itanagar, Dec 9: The Governor J P Rajkhowa has summoned early session of the Arunachal Pradesh Legislative Assembly which will begin from Dec 16-18.  

In an order issued today, the Governor shifted the dates from Jan 14-18 which was notified earlier to Dec 16-18.

“The resolution for removal of the Speaker shall be the first item on the agenda of the House at the first sitting of the Sixth Session of the Sixth Arunachal Pradesh Legislative Assembly” according to the order issued by the Raj Bhavan.

The Deputy Speaker shall preside over the House from the first moment of the first sitting of the House.  

The proceedings of the House on the leave, discussion and voting on the resolution for removal of the Speaker shall be completed at the first sitting of the session itself.

The decision to call for early date was necessitated by a notice of resolution for removal of Nabam Rebia, from the office of the Speaker by the BJP on 19 November.

According to constitutional as well as judicial provision…it is a Constitutional obligation on my part to ensure that the resolution for removal of Speaker is expeditiously placed before the Legislative Assembly, read the order.  

The order further states that Governor is not bound by the advice of the Council of Ministers, since the subject matter of the notice for removal of the Speaker is not a matter falling under the executive jurisdiction of the Chief Minister, Arunachal Pradesh nor such a subject matter finds a mention in the Rules of Executive Business of the Government of Arunachal Pradesh.

With this order from the Raj Bhavan, there is bound to be major political upheaval in the state as the Chief Minister Nabam Tuki is already facing rebellion within the Congress party. Observers say that with the Deputy Speaker, who is in the camp opposed to Tuki’s leadership empowered to preside over the proceeding of the legislative session, it is a foregone conclusion that dissident Congress MLAs and BJP might get what it wants but there are bound to be legal complications as there is an impeachment motion against the Deputy Speaker signed by 16 MLAs.

 

 

Tuki accuses Rajkhowa of ‘running parallel govt, turning Raj Bhavan into BJP headquarters’

ITANAGAR, Dec 9: Chief Minister Nabam Tuki has accused the Raj Bhavan of running a parallel government and turning it into BJP headquarters.

In a strongly worded two paged letter to the Governor J P Rajkhowa written on Dec 8, the Chief Minister stated that “It is an open secret, evident from the course of events that the High Constitutional Office of the Governor is being misused by the State BJP and affiliated organisations as BJP Headquarters - to prepare strategies and conspiracies towards dislodging the democratically elected Government of the State. In the process, they are leaving no stone unturned to create an unbridgeable divide within the Congress Legislature Party in general, and in the Congress Party in particular.”

“Not only the activities at Raj Bhavan have been aimed at the Chief Minister, similar move and connivance are being designed against the Speaker of the Arunachal Assembly also thereby forcing the BJP MLAs to move a removal motion against the Speaker with the ultimate aim of engineering defection within the Congress Legislature Party and dislodging the popularly elected Government in the state.

It is open knowledge that some unhappy Congress Legislators are being lured by mentioning that if the Chief Minister and the Council of Ministers are ousted, the Governor will support such MLAs who express their willingness to vote against the Government in any proposed no confidence motion,” the letter read.

The Chief Minister also accused the Governor of interfering in the running of the bureaucracy in the state by asking the Commissioners and Secretaries to report to the Raj Bhavan directly.

The Chief Minister requested the Governor to “uphold the dignity of the position of the Governor of the State, which is one of the most respected and coveted positions as provided for by the Constitution of India”.

The Governor is supposed to safeguard the Constitution of India as a guardian of the state, the CM writes as he accused the Raj Bhavan of sidelining the provisions of the Constitution of India.

 “Reports suggest that Your Excellency has written to the office of the Prime Minister to stop various important projects and funds for the people of Arunachal Pradesh on the pretext of unfounded complaints from various politically motivated quarters” the letter added.

 

 

Taloh conferred with highest BSG award

ITANAGAR, Dec 9: Former Director of School Education Tapang Taloh has been conferred the ‘Silver Elephant Award’ for his contribution and dedication for promotion of Scouts and Guides movement in Arunachal Pradesh

President Pranab Mukharjee presented the award to Taloh in a glittering function held in the Rashtrapati Bhawan, New Delhi on Tuesday.

It is the highest national award of Bharat Scouts and Guides.

The selection for the award is made by members of jury of BSG at national level.

A resident of Ledum village of East Siang district, Taloh retired from government service as Director of School Education on October 31, this year.

 

 

Pokge Karbak wins Arunachal Idol

ITANAGAR, Dec 9: Pokge Karbak was crowned with the coveted title of Arunachal Idol (New Season) at the grand finale of the singing talent competition, held here at Indira Gandhi Park on Tuesday.

Karbak enthralled the audience at Indira Gandhi Park here and walked home with Rs 5 lakhs as prize money and a video album contract with Arunachal Feature Film Production Pvt. Ltd.

The event was organized by the Arunachal Orphan Care Society and sponsored by T.K Engineering Consortium Pvt. limited.

Anu Mra was declared the first runner up of the competition. Tarh Niroli was adjudged the second runner up while Bomto Taba and Kailuk Lukham were declared 3rd and 4th runners up respectively.

The grand finale witnessed grand performance by Darshan Rawal of India's Raw Star. Ukrainian based DJ Leenata and young artist from Northeast, DJ Blue, bass on yo face also performed at the event. Another major highlight of the grand finale night was a ramp walk by calendar girls from Guwahati. The programme was attended by women & child development and tribal affairs parliamentary secretary Nikh Kamin who informed that chief minister has assured to bear all expenses of the event, every two years to provide platform and proper direction to the talents of the state.

Kamin appealed to the parents to allow their children to choose career of their choice as he praised the singing prowess of the contestants.

 

 

Rebia leads trekking expedition to Budum–Langney

YUPIA, Dec 9: Arunachal Pradesh Legislative Speaker and Doimukh MLA Nabam Rebia led a trekking expedition to historical Budum– Langney–Taasi, mythological related to the Nyishi community.

The team comprising officials from Research, Tourism, and Forest, Health departments, nature lovers and Panchayat leaders started the expedition from Soho point in the morning and reached Budum Langney the next day to see the historical Budum Langney located 932 meters above the sea level in the midst of ‘Horro Yorn’ (hill). The team found the foot prints of Tei Bida still visible with the hole where Balang Budum—a kind of snake---appeared before Tei Bida as a symbol of his downfall.

The team finally trekked down to the steep 'Tenger Yorn' enjoying the beauty of Priya Putung, the highest mountain point at 1238M above sea level.

The team viewed minutely the ‘Taasi’, the place where Tei Bida was believed to have counted his Mithuns, where the footmarks still exist on the rocks.

The Speakers declared this trekking circuit as Budum Langney Sacred  Groove (undisturbed area) empowering the District Administration, the Forest Department, the Panchayats and GBs as well as NGOs and students groups to preserve, conserve  and protect the  flora and fauna as well as promote eco-tourism activities and Budum Langney-Taasi Heritage site. He appealed to all concerned not to litter the rivers in the area including Dikrong, Poma, Pare and Papum. He also appealed them not encourage human habitation and earth cutting in the periphery of Geykar Sinyi to preserve beauty of the lake.

Earlier, the expedition team halted for a night at Hyer Camp - a beautiful valley on the bank of Hyer stream.

Rebia exhorted the trekkers the importance of this trekking route which falls under Itanagar-Doimukh-Sagalee-Pakke Kesang-Seppa- Balukpong tourist circuit to create awareness on the importance of the historical Budum Langney as well as preservation and conservation of flora and fauna of the area for sustainable development and income generation and ecological balance of the area.

He also stated that Budum Langney trekking expedition would be conducted annually to promote eco tourism activities and he also draw the attention of public, panchayat leaders and Govt officers to conserve the flora and fauna of the area.

He added that district administration has been clearly directed to ban hunting, timber and jhum cultivation in entire area falling Budum Langney trekking circuit.

Further, he disclosed that necessary tourist infrastructure will be created in the circuit to facilitate the tourists.  

The Importance of trekking and eco tourism activities were briefed by John Panye, MD, Tribal Adventure Tours, Naharlagun to the trekkers.

The trekking expedition was organizing by Tribal Adventure Tours who has been conducting such tourism activities to promote tourism potentials of the District amongst the Local Populace.

Rebia has been championing to open up this historical track to the outside world by leading the trekking expedition since 2007. DIPRO

 

 

HPC meets on AMRUT, essential

services given top priority

NAHARLAGUN, Dec 9: The meeting of the State High Powered Steering Committee  (HPSC) on Atal Mission for Rejuvenation and Urban Transformation (AMRUT) held here recently for approval of final Service Level Improvement Plans (SLIP) and State Annual Action Plan (SAAP) for Itanagar Mission City, has given priority, among others, on water supply, public transport facilities, parking spaces, storm water drains to reduce flooding, creation and upgrading of green spaces, parks and recreational centres, especially for children.

The Committee in the meeting held under the chairmanship of the Chief Secretary suggested for use of scientific management and distribution of water with smart metering for its judicious use by all.

To achieve cent percent equitable distribution of water to the consumers by adopting scientific  management, it was decided to engage a renowned empanelled consultant  for preparation of DPR showing comprehensive master plan for laying of pipeline, mapping of colony and mandatory installation of metering system.  

The Committee also approved the SAAP prepared under AMRUT.

The Commissioners of (PWD), (UD), PH&WS). CCF and  JD (UD) attended the meeting.

 

 

Govt. to clear pending advt. bills

NAHARLAGUN, Dec 9:  Government Spokesperson and Parliamentary Secretary (IPR & Printing and Education) Bamang Felix said that the state government has decided to centralize the funding pattern for clearing all defined and selective advertisement bills of state government departments.

Admitting the problem  faced by the local dailies due to nonpayment of advertisement bills by various government departments for last few years, Felix in a meeting with all the heads of offices and local newspaper publishers here yesterday said that there was a decision to centralize the funding pattern for clearing ‘defined’ and ‘selective’ advertisement bills of state government departments.

It was disclosed in the meeting by the Secretary, IPR Sonam Chombay that the advertisement bills pending with various departments and autonomous bodies of the State Government stood at Rs. 3,74,75,985.

The Government Spokesperson told that the State Information and Publicity Policy 1999 has been approved in the recent cabinet meeting along with seven logos for state flagship programmes. He also informed that the Publicity Policy 1999 is also being amended with appropriate strictures and it will be re-published in the gazette of Arunachal Pradesh for smooth regulation of the policy.

The IPR department is facing difficulties in maintaining records of the pending bills due to shortage of manpower, said Secretary, IPR Sonam Chombay. Moreover the advertisements and notice inviting tenders are issued from various field functionaries of various departments, the IPR secretary said.

“What the department can maintain at present is to account the status of pending bills of respective departments, not of separate offices or field functionaries of different departments,” he said.

Most of the participants informed the status of pending bills of their respective offices and assured to clear it by January next. They also assured to ensure that no advertisement bills are accumulated for longer period in the future.

The working engineering departments went a step further by assuring to issue Letter of Credit to division offices only after obtaining NOC from IPR Department regarding clearance of advertisement bills.

Newspapers publishers also placed their grievances in the meeting and sought early clearance of the pending advertisement bills. DIPR

 

 

Karbak wraps up village outreach tour

ITANAGAR, Dec 9: Liromoba MLA and Parliamentary Secretary for Food and Civil Supplies Nyamar Karbak today wrapped up his four days “Cholo Gaon Ki Aur”, a village outreach tour programme. He visited 11 villages under Darak circle in West Siang covering a distance of around 150 kms. He took stock of the ground realities and assessed the problems faced by the people, including education, health, drinking water, electricity and road and communication.

While taking note of the poor infrastructure of various government schools and other basic amenities, Karbak assured to take up the problems with authorities concerned for early redressal.

He also interacted with the villagers during the entire tour programme and assured them to organize a mass drive for enrollment of beneficiaries’ under CM’s Universal Health Insurance Scheme at villages so that every family gets benefit of the scheme.

The MLA urged the DDSE concerned to take note of the problem being faced by the students at various schools under Darak circle.

Karbak also visited the ancient stone ‘Binje Lene’ with archeological expert Buru Taki (Technical Assistant, Department of Archeological) at Boru Rakshap village and informed the people that he would propose it for state heritage site.

Appreciating the people of Sijir Rakshap for keeping the village clean, the MLA announced Rs Two lakhs for the people and suggested to continue with the cleanliness drive.

Karbak was accompanied by team of officers including ADC Kamba Niken Lollen, BDO cum CO Sara Borang, DDSE Aalo, Deputy Director UD and Housing and PRI leaders during the tour programme.

 

 

Prepare action plan to identify and

rescue child labour: DC

SEPPA, Dec 9:  East Kameng DC Sandeep Kumar Singh has directed the ICDs and labour department to prepare an action plan to identify and rescue children engaged as child labour in various sectors with proper cooperation with the state’s notified Children Home. He was addressing a quarterly meeting of District Child Protection Units (DCPUs) held at Kameng Hall here today.

The DC further stressed on the need to set up child welfare committee (CWC) and made it operational at the earliest.  

Explaining about Juvenile Justice Act, 2000 Advocate Nama Dodum said that the Act is meant for children in need of care and protection and for those juvenile in conflict with law generally, boys below 18 yrs in most cases. He further suggested the board to engage such juveniles in activities like reading, drawing and writing during the course of counseling.

Bana CDPO DK Thungon with the help of a power point presentation explained about the role and responsibility of DCPUs, Juvenile Justice, women and domestic violence, corrective measures etc. while, Child Welfare Committee, Chairman Sisu Natung said that the non-availability of Juvenile Home or observation unit is a deterrent for effective implementation of Act regarding child protection and care.

It was also decided in the meeting to send a proposal to the state government for sanction of juvenile home and child welfare committee to work out the scope of inviting an NGO with good credentials to take up juvenile cases.

Land acquisition for Sainik School under process

RUKSIN, Dec 9: The official procedures and process of land acquisition for Sainik School at Ruksin in East Siang district is under process.

According to sources from State Elementary Education Department, the State Government is all set to sign a ‘Deed of Agreement’ with the Sainik School Society (SSS) constituted under Ministry of Defence. GOI, besides allotment of land for the school.

The department has already submitted proposals to the Secretary, (Law), GoAP, to deal with the law and order related matters in the construction of the school.

Sources said that the State Government has earmarked Rs 5 crore for development of the Sainik School to be set up inside the Industrial Growth Centre (IGC) at Niglok, 7 km from Assam-Arunachal boundary here.

It is pertaining to mention here that a team of Officials from the state government headed by then Director, Elementary Education visited the proposed site of the Sainik School at Niglok IGC during May last year. The report submitted by the team stated availability of lands for setting up of school infrastructure, including hostel, dispensary, playground besides water and electricity supply.

In March this year, a team of SSS officials led by its Director Col. Rajveer Singh inspected the site for the proposed Sainik School inside IGC at Niglok. The team conducted thorough study on feasibility of land and other prerequisites for setting up of the school therein. The SSS officials examined the unused buildings in the industrial estate and found the area feasible for it.

The officials observed that the abandoned buildings in the IGC could be used as classrooms and hostels on temporary basis until the permanent school building and other infrastructure come up.

 

 

Minister inaugurates Community Hall, sanctions funds for development

KHONSA, Dec 9: Minister for Civil Supplies, DoTCL etc Tirong Aboh inaugurated a community hall constructed under MLALAD by PWD at Hunkan village about 25 km from Khonsa amidst a huge gathering today.

In his address, the Minister while highlighting the various development schemes implemented by the state government asked the people of his area to enroll themselves mandatorily with the help of DMO for the Chief Minister’s Universal Health Insurance Scheme to avail maximum benefit out of it. He asked the unemployed educated youth to undergo training under the Chief Minister’s Skill Development Scheme that can gainfully engage them in good jobs all over the country.

The Minister informed that the next phase of Police recruitment rally would be conducted soon and exhorted the youths to keep themselves physically fit and ready for it.

Aboh passionately appealed to the girls and womenfolk to take up weaving and other self-employment activities under the Departments of Industries and Textiles and Handicrafts to augment their economic income. He said that very soon the food security scheme will be effectively implemented in the state and the PDS will be fully streamlined to benefit the people, especially the poor and marginalized sections of the society.

While underscoring the importance of education, he said that government jobs were difficult to get because of the intense and stiff competition among the educated youths and appealed to the parents and teachers to take good care of the children’s education in order to make them worthy citizens of the state and the country.

While replying to the public memorandum submitted by the villagers, the Minister assured to take up the genuine grievances on priority.

He sanctioned Rs 5 lakh for extension of the playground, Rs 5 lakh for security fencing around the playground, Rs 5 lakh for construction of internal roads within the village, Rs 5 lakh for terrace cultivation under the department of Agriculture, Rs 3 lakh for CC steps in the village, Rs 5 lakh for construction of Paang (boys’ dormitory or morong) and 4 units of goatery worth Rs 2 lakh each.

Informing that more funds would be sanctioned in the next financial year, the minister appealed to the villagers to help him serve the people better by supporting the development initiatives of the government. He asked the villagers to maintain cordial relations with the government departments that actually implement the schemes.

A number of HoDs also spoke on the occasion.

Dialogue is the way forward

The BJP government's Pakistan policy today took a new turn when External Affairs Minister Sushma Swaraj announced that Prime Minister Narendra Modi will visit Pakistan next year to attend the SAARC Summit. Swaraj said this while talking to reporters in Islamabad this evening. If indeed Modi visit the neighbouring country, he will be the first PM to do so in the last decade. Atal Bihari Vajpayee was the last Indian Prime Minister to visit Pakistan in January 2004. It will also mark new era in the BJP's approach towards Pakistan.

Starting from opposition days and also after assuming power in May 2014, BJP has constantly maintained that terror and talks will not go together. However after bitterly failing in their policy towards Pakistan, there seems to be general realization among BJP think tank. Kashmir continuous to be sour point in the Indo-Pak relation. Unless this issue is addressed, the relation between two hostile neighbours will not move ahead. Also despite all the big talks, the NDA government has failed to put an end to terrorism. Kashmir is still battling terrorism problem almost on daily basis. There has been terrorist attack even in Punjab. On their part Pakistan has made it clear that unless the core issue of Kashmir is addressed, they don't see any reason for resuming talks with India. It's good that BJP government has finally realized that talks are the only way forward. Without sitting across the table and placing each other's grievances, how can the relation between India and Pakistan improve? For India export of cross border terrorism from Pakistan is the biggest concern. Therefore if we want to confront Pakistan then obviously we have to engage them in dialogue.

Do not postpone the exam

Dear Editor,

This is in response to the order no- EED/TET-14/2012-13 dated 4th Dec.2015 issued by the Director of Elementary Education postponing the date of APTET exam. After filling up the form of said exam, all the aspirants started preparation and when the exam was just around the corner, the department has postponed the exam without giving any concrete reason. May be this change have been made under the pressure of one union who requested for postponement of the exam a month ago so that few university students may appear in both the exams.

When SSA teachers requested for delay of interview of PRT/TGT for just two months, the department had become deaf. Why this discrimination by the department? Through this esteemed daily, we would like to tell the public and the government that many SSA teachers are going to be over aged in next two years and government job advertisement is not yearly affairs, hence they requested for delay of TGT/PRT interview till the declaration of APTET exam result. But those who are in university and college will get many chances in their life but ours chance is almost finished.

Therefore, we appeal to concerned department to kindly revoke the postponement of said exam and conduct APTET exam within December. Postponement of any exam at the last moment really upset and hampers the preparation.

Release salary

Dear Editor,

Through the esteemed column of your Daily, I would like to draw the kind attention of all the concern officials towards the miserable condition of the field staffs working under  Arunachal Pradesh  State AIDS Control Society (APSACs), Directorate of Health Service Govt of A.P.

It’s been four months since we are deprived of our salary, though the central share of the fund has been received by the state govt.

The concern Authority should know that, staffs like me, working under APSACS are dependent on govt salary for our basics needs.  Without salary on time, it is difficult for us to survive. The delays in payment demoralize the staffs.

Therefore, I would like to request the concern authority to look into the matters and release our payment at the earliest.

If at all you have to dabble into politics

Dear Editor,

Wancho Students’ Union is extremely shocked, that the Longding District Students’ Union (LDSU) has given immature concern over the dissident MLAs campaigning at Delhi, in the press release on 29th Nov. 2015.

We are further surprised as they claimed to have raised the voice of the people of the Wanchos, whereas they have not even taken the consensus of its student’s body.

So Wancho Students’ Union, rational and modern thinking youth of the area oppose such press release in strongest words, which have malign the image of  society. We condemn such political involvement itself of the student’s organization and urge them to come clean in the matter to preserve its sanctity and prestige.

LDSU being a federal wing of the respectable union like AAPSU should rather focus on issue related to the student communities and other social development activities in the larger interests of the society.   

However, if LDSU is craving to comment on such political issues, why did they keep mum when Gabriel D. Wangsu from 58th Kanubari Assembly Constituency and W. Sawin from 55th Khonsa East Assembly Constituency were terminated unlawfully and our local Minister Thangwang Wangham and other capable senior Ministers were dropped only because they question the leadership of Nabum Tuki.

Not only that, his promises to the people of Longding  during the  District inaugural function  to sanction mini secretariat, outdoor stadium, model degree collage and much more are not yet to be materialised. 

Under the circumstances, Wancho Students’ Union and All Russa Students’ Union (ARSU) are of the opinion that LDSU has defamed and are talking against elected representatives of TCL, who are fighting tooth and nails for noble cause of the people of Arunachal in general and the people of the respective districts in particular. And the WSU and ARSU appeal the LDSU not to adopt such primitive and regressive measures which may hurt the sentiments of the people.
